Ms. Carol Elliott, Principal

As principal of Harmony Hills Elementary School, I am honored to serve a campus community that is committed to student success, meaningful relationships, and academic excellence. I believe every child can learn and thrive when provided with a safe, inclusive environment, high expectations, and the support needed to reach their full potential.

My career in education spans more than three decades and includes experience as an elementary classroom teacher, school counselor, assistant principal, and campus leader. Since joining North East ISD, I have had the privilege of serving students and families at Ronald Reagan High School, helping open Johnson High School as the S.T.A.N. counselor, and supporting the communities of Tejeda Middle School and Lopez Middle School as an assistant principal. These experiences have strengthened my commitment to educating the whole child and building strong partnerships with students, families, and staff.

My leadership philosophy is grounded in the belief that perseverance, resilience, and a growth mindset are essential to student success. Inspired by the concept of grit, I strive to foster a school culture where students are encouraged to embrace challenges, learn from mistakes, and develop the confidence to persist through difficult tasks.

By working collaboratively with our dedicated staff, supportive families, and community partners, we can create learning experiences that inspire curiosity, build character, and prepare students for lifelong success. I am proud to serve the Harmony Hills community and look forward to helping every student grow academically, socially, and emotionally.

Title IX Coordinator & Campus Behavior Coordinator

The Title IX Coordinator/Campus Behavior Coordinator is primarily responsible for maintaining student discipline and the implementation of this subchapter and for responding to all complaints of possible sex discrimination and coordinating proper responses to complaints.

Julie Blackstone, Asst. Principal

As Assistant Principal of Harmony Hills Elementary School, I am committed to creating a positive, supportive learning environment where every student feels valued, challenged, and empowered to succeed. I believe that strong relationships, high expectations, and meaningful collaboration are the foundation of student growth and achievement.

Throughout my career in education, I have had the privilege of serving students as a classroom teacher, instructional coach, literacy specialist, and campus leader. My experience spans Pre-K through fourth grade, including work in alternative learning environments, and has strengthened my belief that every child can learn and thrive when provided with the right support and opportunities.

As an assistant principal, I am passionate about partnering with families, staff, and the community to ensure every student feels seen, supported, and inspired to reach their full potential. I believe that when we work together with care, consistency, and purpose, we create a school culture where students grow academically, socially, and emotionally.

I am proud to serve the Harmony Hills community and look forward to supporting our students, families, and staff as we continue building a school where every child can succeed.
